Resize for printing

I need a Command Line to resize an image (without modifying the original resolution which is 200 dpi) to print it. The size in centimeters must be 10x15 cm. which corresponds to 787x1181 pixels.
Any idea to do this ?

You can do this with Picture Resizer renamed to PhotoResize787x1181T.exe The T letter instruct the tool to leave the original DPI value intact.
