In this video of "Na'vi avatar from your photo" you use the "Decrease Opacity" tool. How do I create this preset? What are it's perimeters?

You should already have this preset available. If you click on Manage custom presets in the Tool presets button, it will show you that it is using an ALPHA_BRUSH tool and SOLID fill (and black color). If you want to create your own presets, just select a tool and a fill and then click on Add custom preset. The ALPHA_BRUSH tool is not in the tool list, but you can manually activate it by typing DrawTool.ALPHA_BRUSH(); in the command line below the canvas.
