how do you use the background section in the colors panel?

This is a secondary color used in different places. For example if you choose pattern filling, then the pattern will be using both colors. With solid filling, you can choose whether to use the main or the secondary (background) color in the Fill Style panel.

To change the color, either enter a hexadecimal web color code or use the button to pick a color.
