How to make the ellipse circle around my cursor a color - RealWorld forums

I've been wanting to know how to take ellipse and make it a color to put around my mouse for a very long time now. I know that you use ellipse to make the circle becausue I've seen people do it on YouTube but the RealWorld Cursor Editor they were using was an older version. If you can please tell me in great detail (this editor is very confusing!)
