The best you can do is download any normal select cursor and any link select cursor, and install an extension to change those roles using your cursors. You can't change cursors without modifying ChromeOS, or getting in trouble with your school.
Windows is more straightforward. Just unzip your cursors in C:/Windows/Cursors and change your cursors in main.cpl via the start menu search.
