You have to click Download, go to Settings, click Personalization, click Themes, Click Cursors, and then once you click that, click Browse on the cursor you want to replace the downloaded one with, go to This PC, click Downloads, and then click on the cursor you want then click Open, then click Apply then click Ok. This won't work if you're on Mobile.
