Using cursors for a website

Using not-uploaded cursors for a webpage

How do you specify a cursor for a website, if that cursor is not uploaded, and can be put into the same folder (a href tags would be nice, the file's gonna have to move around alot.) Example codes not for CSS would be nice. CCS = confusing -.-

(The website's never actually gonna be up on the web - it's a school project thing)
