idk what choice cuz people would fight for survival, then people would kill other people for food or some stuff they need, Although the best ones are mil. base because it has food weapons, and other things, This is the best option ONLY if most of the people in humanity are on ,my side and not other fighting for food or survival. Submarine has limited food and electricity so limited air too. The only thing to prevent an apocalypse is to not be dumb and eat random stuff in the sewers.
