changing RW icons

why cant i change the icon of RW icon editor? it seems pretty backwards that i cant change the icon of RW icon editor. the button is greyed out. is there a way around this on windows 7?

Reverse transparency

How can I make a reverse transparency cursor? Does anyone know how to make a reverse transparency cursor? I've seen it done but I dont know how. Thanks!
