Blur issues on scaling

I'm kinda at my wits end, no matter what I do, resizing the canvas, making sure the dpi is around 96, changing the compression settings in rw, it ALWAYS goes blurry when I scale my mouse bigger or smaller beyond that size. I have display set to recom...
