you don't really have to put them anywhere, just go to the control panel> hardware and sound > under devices and printers click on mouse > in the little tab box that opens choose the pointers tab > click on the cursor you want to replace and choose 'browse' then browse to where you saved it and it will change your cursor

on windows 10 there appears to be a bug where it keeps resetting the mouse back to default, to solve this, put the .cur files you downloaded from this site into the C:\Windows\Cursors file, and after restarting your pc it should retain the cursor you chose rather than resetting back to default

Where's the INF file to install it? Manually configuring each individual cursor is a lot of work.
