Try downloading them again, and try using either the built in extraction program on windows or use WinRAR, WinZip or 7-Zip.

i know what to do to get any icons and cursors from this website. download the pack you want, select all of them, click "copy" and then go to your personal file and make a folder of any name that has to do with the downloaded stuff and then paste them all. hop you find this useful. ;-)
