User icons were a controversial topic since they were first introduced on rw-designer. Uploaded icons need approval before they are visible to other users. There are rather strict rules on what is acceptable. Producing a spray can will cost a button in the new version. I will also have to do something about other sources of infinite items, possibly make the produced items (like wrapping papers and cockades) not tradable. The size of the cursor is even and the hot spot is a pixel. So, if you want to have it in the middle, you need to draw your picture 1 pixel smaller, leaving one row and one column of pixels empty. And then there is a middle pixel.
I'll include the change with many others in the major update of the web.

when you are creating multi-resolution cursors, make sure you actually create fill all the image resolutions, while your 48x48 images are ok, the 32x32 are empty
